[DEPRECATED] Heroku buildpack for handling static sites and SPA routing

The story
For years, this was THE way to deploy a single-page app or static site to Heroku. `heroku create my-app --buildpack https://github.com/heroku/heroku-buildpack-static` and you got nginx + a way to handle SPA fallback routing. The buildpack was archived in October 2023 after Heroku decided to focus on app-platform for static sites. 666 stars and 3M+ total downloads. If you're on Heroku today, you'd use a different mechanism (their static sites feature, or build your own Docker image). But if you have a legacy Heroku app that uses this buildpack, the buildpack still works — Heroku didn't break it, they just won't accept new feature requests.
